The Head of Resources & Development is a member of the Country Direction Committee and is responsible for the leadership and management of program design, evaluation and institutional funding.
The Head of Resources and Development acts as a senior leader on program development and cross-functional learning. He/She occupies a strategically important role in ensuring development and delivery of high quality, evidence-based and donor compliant program reports. The position reports directly to the Country Director and has regular interaction with senior staff, country and regional heads, donors and key stakeholders.
He/She will be based in the in Phnom Penh, Cambodia.
This is a full-time role.
Resource Mobilization & Program Development (60%)
- Develop and implement the Country Fundraising Strategy, in line with the country strategy, to meet unrestricted and restricted funding needs and priorities, addressing all relevant donor audiences and using all appropriate fundraising methods and techniques;
- Develop partnership and positioning strategies based on mapped donor priorities, making sure to match leads with country program objectives;
- Lead/co-lead concept note, proposal and budget development for institutional and other major funding agencies, and ensure adherence to specific donor requirements and organizational standards;
- Manage coordinated planning, preparation, technical review, submission and follow-up of high quality concept notes and proposal submissions, in response to donor calls or unsolicited applications;
- Maintain an updated institutional donor database and provide regular and proactive alerts on funding opportunities that align with annual targets and program objectives;
- Conduct desk reviews, field assessments and information gathering for new program initiatives and support the initiation of new operations, in coordination with regional and country team members.
Program Accountability & Learning (20%)
- Lead on the development and implementation of program quality, accountability, evaluation and learning;
- Strengthen monitoring, evaluation and reporting processes and tools that directly support program quality at the local level;
- Support in the design of need assessments, evaluations and document key practices and lessons;
- Effectively put in place best practices and lessons learnt for cross-educational programs so they can be shared and/or replicated;
- Manage the documentation and communication of best practices that are coherent with the strategy, policy, systems & processes;
- Maintain a donor-reporting matrix and ensure timely review and submission of high quality donor reports;
- Identify capacity needs of staff and facilitate training and professional development opportunities on quality issues (e.g. M&E, project reporting, proposal writing) in close collaboration with the country and regional teams.
Relationship Management, Coordination & Communication (15%)
- Manage, maintain and cultivate relationships with key institutional donors, and ensure responsive communication and follow-up, as needed;
- Interact with regional representatives of multilateral organizations and INGOs to ensure positive working relationships at country and regional levels;
- Encourage overall program cohesion through coordination and information-sharing across the region, and identify opportunities for programmatic synergy, where possible;
- Lead development of high quality communication and marketing materials that can be utilized for multiple purposes, including in country donor meetings, regional networking, and global marketing.

- A Master’s Degree in Project Management, Social Science, Education, International Development, International Relations or related disciplines;
- Extensive knowledge of institutional donors in particular the European Union, French Development Agency and USAID.
- Solid knowledge of education settings and practices, theory of change, result-based management, project-cycle management, measurement of quantitative and qualitative impacts;
- Ability to develop and link program metrics to program outcomes and to articulate and promote strong monitoring and evaluation systems and procedures;
- A management style that is outcome-oriented, flexible and respects the capabilities and independence of staff, while providing them with a clear sense of direction;
- Prior success working closely with and building relationships with staff, partnerships, and institutional donors;
- Prior success working closely and building relationships with diverse groups of people.
- At least 7 years’ professional experience in a managerial role, with demonstrated successes in managing teams, program implementation and management, new business development, and working through delegated functional leaders;
- Proven track record of achieving results and ability to cope with multiple priorities and take initiative.;
- Prior experiences in a fast-paced organization aiming for results and growth;
- Successful experience in developing concept notes and proposals for institutional donors;
- Experience working in a diverse team.
- Strong leadership skills – with the ability to lead multiple-disciplinary teams and working groups, effective in influencing and assertive at the executive level;
- Outstanding interpersonal and presentation skills;
- Key knowledge of educational contexts and regional and global challenges;
- Demonstrated financial and budgeting skills.
- An energetic self-starter with resilience and able to work in a fast-paced environment;
- Ability to be flexible in the face of changing priorities while maintaining a sense of humor when dealing with difficult situations.
Desirable Additional Skill
- Superior verbal and written communication skills in English, French is a plus.
- Ability to travel domestically and internationally, for no less than 30% and usually not to exceed 40% of total working days per year.
